Our work involved engaging with government, industry, and other key stakeholders to build consensus around the need for a national competitiveness program and to identify the most suitable approach tailored to Mongolia’s unique context. We designed and conducted a scoping mission to pinpoint priority policy and institutional issues, as well as the key actors to involve in the initiative.

The scoping mission also served as a starting point for establishing a shared framework and common language among stakeholders. It aimed to understand the successes and shortcomings of previous competitiveness efforts; assess the country’s and its clusters’ competitive position; identify key policy areas for improvement; and evaluate, in collaboration with stakeholders, the importance of defining a National Value Proposition and launching a comprehensive competitiveness initiative. Additionally, the mission outlined the phases required to build this initiative and define Mongolia’s national value proposition.
