Drawing on ongoing competitiveness analyses and earlier research, including the influential book Can Japan Compete?, we provided insights into microeconomic upgrading and the role of clusters in fostering innovation and productivity. This work informed the Japanese government’s approach to structural reforms, industrial policy, and the design of cluster programs aimed at enhancing the country’s long-term competitiveness.
