At the request of Minister of Economy German Gref, we collaborated with the Center for Strategic Research (CSR), a leading Russian think tank, to evaluate the nation’s competitiveness and potential for cluster development. Our analysis reframed the government’s approach to clusters, advocating for more market-driven strategies and comprehensive structural reforms. This shift in perspective influenced the design of subsequent cluster programs and set the stage for broader economic modernization efforts.
